Yes. However, per the RFA, PHI/Bridge may modify the final deliverables, any such changes will be included in the final agreement.
Payments will come from the Public Health Institute.
Subcontract awards are often cost-reimbursement contracts, in which the subcontractor invoices the prime contractor for actual funds expended. Instead, EDSP is fixed-price deliverables-based agreement in which subcontractor payments are a fixed amount tied to meeting a series of required deliverables. PHI/Bridge will not request detailed cost invoices. To receive payment the subcontractor must meet the deliverables, submit a deliverables report, and invoice for the total fixed amount as laid out in the payment schedule of the agreement. These state funds must be used for allowable expenses. Within that limitation, fixed-price deliverables-based agreements offer hospitals more flexibility in their use of funds to best support the program and its deliverables.
