Francesca Chicoine, MPP

Francesca supports the implementation and operational management of statewide programs expanding low-barrier access to addiction treatment and public health services. She leads program operations for CA Bridge Connect and oversees systems and processes across Bridge’s five programs to ensure initiatives are delivered efficiently and effectively.

Since joining Bridge in 2020, Francesca has brought a systems-thinking and equity-focused approach to program management informed by her experience in public health and social services. She holds a Master of Public Policy from the University of Chicago and a Bachelor of Arts in Philosophy and Political Science from the University of Portland.
